Agree manifest format, labels and the mapping from client reference to carrier number. A carrier number may be created before handover; physical acceptance is confirmed by a carrier event.

Dispatch & handover
For the pilot, record pieces, control scans, missing or extra references and exception owners. Then agree recurring schedules and settlements.
